The two officials did not, however, reach agreement on Russian participation in the Bosnia peacekeeping operation, despite two days of talks over Thursday and Friday. To gloss over the failure and to maintain forward movement, they did agree to create a joint Special Operations Unit that would conduct engineering, transportation and construction work in support of the peacekeeping operation. Russia and the United States would contribute about 2,000 troops each to the support unit. The unit, which is likely to include soldiers from other countries, would arrive in Bosnia about a month after NATO peacekeeping troops enter the country to begin policing a peace.

Grachev and Perry will meet again in Brussels in mid-November to try and nail down agreement on the precise form of Russian participation in the "Implementation Force" itself.
