Saying that Germany still hoped to be friends with a democratic Russia, Foreign Minister Klaus Kinkel told Welt am Sonntag April 30 that Bonn was “uncertain” about the direction Russia is taking now. Defense Minister Volker Ruehe was more explicit. He rejected any Russian veto over NATO enlargement and said that Russian Foreign Minister Kozyrev’s statement that Moscow had the right to intervene on behalf of its coethnics abroad could transform the former Soviet Union into an even bloodier version of Yugoslavia. Meanwhile, the same paper reported, the German Federal Office of Criminal Investigation said that illegal shipments in radioactive materials had increased dramatically since the collapse of the Soviet Union, with 182 cases reported during 1994, up from 123 in 1993.
