FEDERATION COUNCIL POSTPONES VOTE ON "TROPHY ART."

The upper house of the Russian parliament, the Federation Council, yesterday postponed a vote on whether or not to override a presidential veto to approve a controversial bill on the return of art treasures seized by Russia at the end of World War II. (RTR, April 16) Though the bill would not ban the return of such artworks outright, it would create so many restrictions that restitution would be effectively impossible. The postponement saved President Yeltsin from embarrassment during his visit to Germany.
