The failure of the Russian and Ukrainian defense ministries to pay their bills is hampering the production of the Antonov An-70 turbo-prop military transport — a plane chosen by both air forces. A Ukrainian official said that the two ministries owed more than $53 million to the program, a shortfall that has caused flight tests to be postponed. The first prototype of the transport crashed in February 1995. (Unian, April 21)
