LATVIA REJECTS ETHNIC CRITERIA FOR CITIZENSHIP.

The Latvian parliament yesterday rejected a proposal to grant citizenship to that part of its ethnic Polish population that has not yet met the legal qualifications for citizenship. The parliamentary majority upheld the constitution and citizenship law, which rule out ethnic criteria in granting or withholding citizenship. (BNS, February 27) Latvia and the other Baltic states display consistency in regulating matters of citizenship of their Russian and other residents, irrespective of ethnicity.
