After a meeting in Moscow yesterday, officials of the Russian and Ukrainian Ministries of Internal Affairs (MVD) announced that they had achieved "a qualitatively new level" in efforts to coordinate their activities against organized criminal groups, narcotics and weapons offenses, and economic crime. The negotiations brought together Russian MVD head Anatoly Kulikov and Yuri Kostenko, who was making his first trip to Moscow in his new capacity as Ukrainian minister of internal affairs. The latter also signed an agreement on Russian access to resort facilities in Crimea and Odessa that once welcomed vacationing employees of the USSR’s MVD. (3)
