During a meeting on October 24, President Yeltsin’s new security chief and envoy to Chechnya, Ivan Rybkin, and Ingush president Ruslan Aushev issued a joint call for an immediate amnesty for those who fought on the side of the Chechen opposition. (Itar-Tass, October 24) Earlier, there had been reports that a draft resolution on granting such an amnesty was being prepared by the government in response to an initiative by Rybkin.
