UKRAINIAN GOVERNMENT "ALARMED" AT RUSSIAN STATEMENTS ON SEVASTOPOL.

The Ministry of Foreign Affairs of Ukraine has expressed concern at recent assertions by high-ranking Russian officials that the Crimean port of Sevastopol does not constitute part of Ukraine but is "a Russian city." (Interfax, September 20) During the last ten days or so, Russia’s chief security official Aleksandr Lebed, Black Sea Fleet commander Admiral Viktor Kravchenko, CIS affairs institute director Konstantin Zatulin (whose institute is sponsored by Russia’s Foreign Ministry and other government agencies) and Moscow mayor Yuri Luzhkov have in one form or another asserted a Russian claim to Sevastopol.
