The FederalEmployment Service, which has been criticized for undercountingthe number of Russians without a job, told Delovoi mir July8 that the rate of unemployment is increasing an average of 5percent a month. In a related development, Russian televisionreported July 10 that only one Russian in four said he would usea government labor exchange to find a job; and the station saidthat only 7 percent of Russian respondents in a recent poll believethat their incomes depend on their own abilities and efforts.Most believe their income depends either on the government (21percent) or on the situation of the enterprise for which theywork (37 percent). One reason that few foreigners notice thissituation is that unemployment in the city of Moscow is very lowcompared to the rest of the country.
