Under Russia’s constitution, the country’s chief prosecutor is a presidential appointee, but cannot be confirmed in his post or released from it without the consent of the Federation Council, the upper house of parliament. For the second time in a month, the Federation Council rejected the resignation of Prosecutor General Yuri Skuratov, who stands at the center of the swirl of scandal and rivalry and intrigue which passes for politics in the Kremlin.
