Moscow mayor Yuri Luzhkov, a presumed future presidential candidate who has staked out ultra-nationalist positions on a number of foreign policy issues, suggested yesterday that Russia possesses sufficient military might to make NATO leaders think twice about expanding to Russia’s borders.
