RYABOV SAYS YELTSIN NOT IN VIOLATION…

Speaking on October 23, Central Electoral Commission chairman Nikolai Ryabov took issue with allegations that Boris Yeltsin violated the law when he spoke last week about the inadmissibility of a Communist takeover of parliament. The Communist Party is threatening to sue the president for this and related comments, but, according to Ryabov, Yeltsin "is not subject to the article of the law on elections which prohibits federal bodies of power and their employees from campaigning for or against candidates to the parliament or electoral blocs". (4) As a citizen he is free to endorse whomever he pleases. Ryabov admitted, on the other hand, that the law in question is in need of some fine-tuning.
