CLINTON MAY IGNORE CONGRESS ON BOSNIA TROOPS.

President Clinton Tuesday promised he would consult closely with Congress and seek its support before he sends US troops to join a peacekeeping force in Bosnia-Herzegovina. But as he dispatched his negotiating team to the Yugoslav peace talks due to begin Wednesday in Ohio, he left open the possibility that he might go ahead with the deployment regardless of the outcome of any votes in Congress.
