LUKASHENKO: BELARUS NEEDS WESTERN HELP FOR ARMS REDUCTION.

President Aleksandr Lukashenko told the visiting German foreignminister Klaus Kinkel August 21 that Belarus could not affordthe cost of destroying the military hardware on its territorythat exceeds CFE limits and refused to promise to do so unlessthe West came up with additional aid. Kinkel pledged to seek additionalGerman and European Union assistance for Minsk but did not suggestany specific figure. Meanwhile, however, the withdrawal of Russianstrategic missile units from Belarus is now proceeding on scheduleand should be complete before the end of 1996, Foreign MinisterUladzimir Senko told the Belarusian media August 22.
