Anatoly Chubais presented the cabinet with a plan to restructure the railway system over the next three years. The goal would be to spin off those parts of the system, like freight handling and delivery, where new companies could enter and compete with relatively low start-up costs. Basic infrastructure like the rails themselves, stations and switching systems, would remain monopolized. Similar plans to open Gazprom and power-transmission monopoly
