STILL NO AGREEMENT ON CASPIAN OIL TRANSIT.

As of last night, Chechen and Russian negotiators meeting in Moscow had still not reached agreement on a deal on the transportation of oil from the Caspian to the Black Sea across Chechen territory. (NTV, September 8) No explanation was offered for the holdup. A Russian official said that the talks, which began yesterday evening and continued late into the night, would resume today. He was optimistic that an agreement would finally be signed later today. (Itar-Tass, September 9)
