Russianpresident Boris Yeltsin wants to remove Arkady Volsky from theRussian delegation to Chechnya because Volsky has made too manyconcessions to the Chechens, but Yeltsin’s aides are pressinghim to name Volsky as the presidential representative there–insteadof Oleg Lobov, who reportedly does not want the job–in orderto pacify the situation, Moscow’s Echo radio reported August 22.One official said that the choice between Volsky and SecurityCouncil secretary Lobov is "not so much a choice betweenwar and peace in Chechnya as it is a choice between the possibilityand the impossibility of Chechnya remaining within the RussianFederation. With Volsky, "the paper quoted an official assaying, "the answer is ‘rather yes’ while with Lobov theanswer is ‘rather no.’"
