YELTSIN PARDONS RUSSIAN SPY.
President Boris Yeltsin yesterday pardoned a former Russian diplomat convicted this spring of spying for the CIA. Vladimir Makarov had been sentenced to seven years in prison for espionage activities that began following his CIA recruitment in 1976. The light sentence he received in June was attributed to his willing cooperation with Russian investigators. NTV suggested yesterday that the pardon, which was unprecedented, is related to efforts by Russia’s intelligence agencies to convince others spying for the West to come forward and admit their crimes.
