Moldova is west of Ukraine and shares no border with Russia. Russian troops are still in the country, in violation of a pledge to leave by 1994. The Russian forces are on the right (eastern) bank of the Dniester River, in a region with a large Russian-speaking population and an effectively autonomous-and corrupt-government based in Tiraspol. The OSCE over the years has urged the Russians to leave, piling on the adjectives in successive resolutions that now ask for an “early, orderly, unconditional, monitored” withdrawal. On the eve of the summit, the Russian command in Tiraspol began shipping equipment east and destroyed some ammunition and explosives on the spot, before OSCE and media observers.
