AZERBAIJANI ELECTORAL BLOCS TAKE SHAPE.

Nine pro-government parties and groups announced on October 10 the formation of the political bloc "Democratic Azerbaijan," built around the ruling Yeni [New] Azerbaijan party. On the same day, the seven-party opposition bloc Democratic Congress — led by the Popular Front and Musavat parties — created a permanent Consultative Majlis. These blocs will compete in upcoming municipal and presidential elections. Popular Front leader and former president Abulfaz Elchibey plans to challenge incumbent Haidar Aliev for the presidency.
