BUDANOV DEEMED TEMPORARILY INSANE.

On September 25, it was announced that medical experts at Moscow’s Serbsky Institute had completed a third psychiatric evaluation of Colonel Yury Budanov, who has been charged with abducting and murdering an 18-year-old young Chechen woman, El’za Kungaeva. While the experts declined to reveal the results of their evaluation, sources close to Budanov asserted that “the latest examination had deemed the colonel temporarily insane at the time of the murder, which could lead to a significant decrease in Budanov’s sentence or even to his release” (Moscow Times, Gazeta.ru, Kommersant, September 26; RIA Novosti, September 25).
