The New Strategic Arms Reduction Treaty (New START) between the United States and Russia expires in February of next year. We are now witnessing Russian nuclear behavior and activities that were absent even during the Cold War. Russia’s nuclear posture is undergoing a period of transformation, marked by increased signaling, expanded international partnerships, and accelerated technological innovation. Moscow uses its civil and military nuclear capabilities as tools to challenge existing security architectures and shape regional dynamics with new partnerships. These developments reflect a broader shift in the Kremlin’s approach to brinkmanship in pursuit of its foreign policy and security goals. Understanding the strengths and weaknesses of Russia’s nuclear posture is essential in order to guarantee U.S. readiness to detect emerging threats and the ability to pressure any weak points in that posture where and when they surface.
