Ukrainian authorities are certain to press President Clinton to intervene on their behalf regarding the Black Sea fleet during his summit meeting in Kiev, the April 25 Update on Ukraine reports. They will do so not because they expect Moscow to agree to American mediation but rather to line up international support for Ukraine’s position before bilateral negotiations resume. That these talks will be difficult is certain: acting Ukrainian Prime Minister Yevgeny Marchuk has said that Kiev will never allow Russia to maintain a base at Sebastopol, and Russian naval officers there are increasingly rebellious against all authority, according to the April 26 Nezavsimaya gazeta.
