JUSTICE MINISTRY TO ASSUME RESPONSIBILITY FOR PRISONS.
Russian prime minister Viktor Chernomyrdin told the cabinet yesterday that President Boris Yeltsin will shortly sign a decree transferring responsibility for running the country’s prisons from the Interior Ministry to the Justice Ministry. (Radio Mayak, July 24) The move to civilian control is being made to conform with Russia’s obligations as a member of the Council of Europe.
