LEBED IN NEW YORK.

In his first visit to the U.S., former Kremlin security supremo Aleksandr Lebed met yesterday in New York with members of the Council on Foreign Relations. Lebed warned them that "the wrong people" could get access to Russia’s nuclear arsenal, and called for greater Western financial aid to strengthen Russia’s nuclear security. Lebed also said that he plans a return to politics and has set up his own party based in Tula, where he was elected to parliament last December. (RTR, November 19; BBC World Service, November 20)
