OSCE MEETING EXONERATES LATVIA.

Only Belarus supported Russia’s attempt to have Latvia condemned at yesterday’s session of the OSCE Permanent Council in Vienna, which discussed the March 3 disturbance involving Russian residents in Riga. (See Monitor, March 5-6 and March 9-11) Delegates of several European Union member and associated countries and of the United States opposed the censure and agreed with the report presented by Britain’s Ambassador Richard Samuel, head of the OSCE Mission in Riga. The report determined that Latvian police had acted to uphold public order, that the authorities’ action had no ethnic motivations and that the Mission and other human rights and medical authorities had not received any complaints of mistreatment.
