Even though the government still owes back pay to members of the armed forces, Boris Yeltsin said last week that military salaries would be increased this year through "a certain amount of cunning." Speculation is that pay will go up while allowances and bonuses go down. Like basic pay, allowances are already in arrears, by about $680 million. ON THE BORDER:
