Deputy Prime Minister Yuri Maslyukov added another protectorate to his growing economic empire. Prime Minister Primakov reportedly gave Maslyukov, the last head of central planning for the USSR, control of foreign trade and tariff policy. He will be free to pursue a hard-left turn toward protectionism and state control. Part of his new portfolio: the state-owned arms-export monopoly Rosvooruzhenie.
