The first deputy chairman of the council of ministers of Khakhasia, an autonomous region located within the Krasnoyarsk kray in Siberia, told the April 15 Kultura why even loyal nationalities like his own might ultimately seek to leave. “Regions have big obligations to the center. But the center also is obligated to remember its obligations to the regions,” Vladislav Torosov said. “What contributes to separatism? What calls it forth? Dissatisfaction. A sense of one’s own economic impotence. The impossibility of having any control over one’s own fate.”
