YELTSIN PLANS TO VISIT CHECHNYA.

President Boris Yeltsin’s press secretary Sergei Yastrzhembsky has confirmed a statement by Security Council secretary Ivan Rybkin that the Russian president intends to visit the breakaway republic of Chechnya. Yastrzhembsky did not indicate when the visit might take place. Rybkin said yesterday that Moscow has offered Chechnya the status of "a self-governing republic" within the Russian Federation. He said a joint Russian-Chechen negotiating commission will meet in mid-December to discuss a comprehensive treaty between Grozny and Moscow. (RTR, Itar-Tass, Reuter, November 25)
