The Russian Space Agency (RSA) says NASA will pay US$60 million for research time on the international space station, assuming the U.S. Congress agrees. The money will help the RSA finish the construction of space-station components, but the deal would essentially make RSA NASA’s subcontractor, not NASA’s partner, in the 16-nation, US$21 billion project.
