MOSCOW ABSTAINS FROM IRAQ VOTE.

Russia yesterday was one of five members — and one of three permanent members — of the UN Security Council to abstain from voting on a much watered down UN resolution threatening Iraq with travel restrictions. The resolution, backed by the U.S. and Britain, followed a report by UN inspectors that Iraqi officials had blocked or delayed five weapons inspections in September. Also abstaining were France, China, Egypt, and Kenya. Russia and France await lucrative oil dealings with Iraq once sanctions are lifted. (The Washington Post, AP, October 23)
