IMPASSE IN VIENNA.

U.S. officials, speaking after the collapse of talks in Vienna April 2-3, have provided a few more details on the impasse that stymied efforts to create a new post-COCOM arms export control regime. (See Monitor, April 5) They say that Moscow reneged at the last minute on obligations it had previously assumed when it rejected a provision that — to simplify a bit — requires countries to provide other member countries with early notification of an arms sale at the time the export license is issued. Russia prefers notification after the deal has been completed. The Vienna talks adjourned until July without having set up a secretariat. (The New York Times, April 5)
