At its general assembly held outside Armenia this week, the Armenian Revolutionary Federation-Dashnaksutiun pledged in a policy statement to "maintain its commitment to the Armenian people’s territorial claims" and claims of compensation against Turkey, dating back to World War I; and to "continue developing relations particularly with Iran and Russia." (18) The militantly anti-Turkish Dashnaks were for many years the most influential Armenian political organization, and are in opposition to the present Armenian government, which severely restricts ARF activities in Armenia. The government is aligned with Russia against Azerbaijan, but is attempting to find a modus vivendi with Turkey. On a visit there last week, his second in the space of a few months, Armenian parliament chairman Babken Ararktsian said the time was over when Armenian-Turkish relations were defined by Russia instead of Armenia. Ararktsian’s Turkish hosts contrasted the "cold winds blowing between Russia and Turkey" to a "warm wind starting to blow between Armenia and Turkey." (19)
