THE SUMMIT "AGREEMENT."

President Clinton and Russian president Boris Yeltsin announced after a generally chummy summit on Monday that they had agreed to cooperate in policing a Bosnian peace accord. "We spent the vast majority of our time discussing Bosnia and we reached complete agreement about how we would work together for peace there," Clinton said. Yeltsin added: "We agreed today that Russian armed forces will participate in these operations. But how they go about doing it is the affair of the military. It is not a question for us two presidents. We have done our task." However representatives of both countries said that the presidents had failed to agree on terms for Russia to join a peacekeeping force in Bosnia and barely even touched on NATO plans to expand in eastern Europe.
