FSB WARNS OF CHECHEN TERRORISM.

Citing information available to the Russian Federal Security Service (FSB), a spokesman for that agency said that forces loyal to Chechen president Dzhokhar Dudayev have prepared "new provocations and terrorist attacks." The spokesman warned that these attacks could resemble the attempted assassinations of the commander of Russian troops in Chechnya, Anatoly Romanov, and Yeltsin’s envoy in Chechnya, Russian security council secretary Oleg Lobov. The FSB often issues warnings of possible Chechen terrorist activities. The last such warning was published on the eve of the Chechen raid on Budennovsk. If the FSB’s intelligence is sometimes accurate, its performance in Chechnya generally has been marked by ineptitude and failure.
