Yesterday and today, communists in the Duma continued to rage against Boris Yeltsin for allegedly ignoring their condemnation of the government’s Bosnia policy. (2) Yeltsin must walk a thin line. Evidence of Western respect and occasional deference helps him remain "presidential," and is indispensable if he intends to run for the top job again next year. At the same time, he has to adopt a tougher line on Bosnia against the West, or risk being devoured by domestic enemies. Danger lies in responding more toughly than he really wants to –whether through miscalculation or being outmaneuvered. Recognition of that danger presumably is responsible for the deference being shown him by the West of late.
