The paper said that Yeltsin’s office was consideringall options to keep the unpopular Yeltsin in office. It was strengtheninghis control over the security agencies, it was examining possiblesuccessors, and it was exploring various reasons for declaringa state of emergency, the only constitutional basis for puttingoff the vote.
