Militaryobserver Pavel Felgengauer wrote in the August 16 Segodnyathat the July 30 Grozny accords would not provide any realpeace, or even a decent interval for the withdrawal of Russianforces. Instead, he wrote, the situation there will depend onthe continuing use of force on both sides. "In Chechnya asin Russia as a whole, law for the most part emanates from themuzzle of a Kalashnikov rifle," Felgengauer argued. But hesuggested that the Moscow authorities, despite their own quotientof "fools" who believed in either a complete victoryor the need to make further concessions to the Chechens, wouldseek to keep the fighting at a low level. He suggested that Moscowwould use special operations to "liquidate" irreconcilableChechens such as Chechen president Dzhokhar Dudayev and ShamilBasayev, the leader of the Budennovsk raid.
