MIGRANYAN AGAINST RUSSIAN PARTICIPATION IN PARTNERSHIP FORPEACE.

Andrannik Migranyan, a member of Yeltsin’s PresidentialCouncil and often the source of trial balloons for the Russiangovernment, told Moskovskaya pravda August 2 that Russiashould abandon its illusions that the OSCE can become an all-Europeansecurity arrangement, and that it should avoid any active involvementin NATO’s Partnership for Peace program. Instead, it should tryto block NATO expansion by working on particular members of thealliance, each of whom has a de facto veto on expansion, and itshould start to articulate a system of "16 plus 1"–thatis NATO plus Russia–as it is doing in Bosnia. Such an arrangementwould in effect make Russia the equal of the Western alliancerather than subordinate Moscow to that bloc.
