Inthe days before its summer recess, the Federation Council hasrenewed the Russian debate on just what kind of national securitydoctrine Moscow should have for the future, Ostankino televisionreported July 26. The senators suggested that the chief threatsto Russia’s security were economic weakness, which was not onlyweakening the country but complicating its relations with itsCIS partners, and also the constantly shifting positions of theRussian foreign ministry on key issues. In a related article,Duma deputy and scholar Aleksei Arbatov told Ogonek (no.29) that Russia and the West were nearing the end of the post-coldwar era. He said that the expansion of NATO and Russia’s likelyresponse would divide Europe and make Ukraine "the main appleof discord" in the future.
