While doubt may be cast on the reliability of Russian polls, the impression that Yeltsin really has surged in popularity is supported by a study of changing attitudes among the regional elite. Only a few of Russia’s regional leaders have been democratically elected, and most depend for their jobs on the president, so their attitudes are likely to give a reliable indication of who’s up and who’s down. The study finds that regional leaders who four months ago were expressing cautious neutrality about the possibility of a Yeltsin victory, have now swung massively toward open support of his reelection.
