NATO secretary-general Javier Solana yesterday denied that the Western alliance seeks to sign a cooperation agreement with Moscow by the end of this year. A Russian news agency had quoted Solana to that affect a day earlier. (See Monitor, October 30) In remarks made during a visit to Stockholm, Solana said he sees talks with Russia on future relations as an ongoing process that he hopes will culminate in an agreement in mid-1997.
