FINAL INCOME DECLARATIONS FILED.

Aleksandr Pochinok, the head of Russia’s State Tax Service, released his income declaration on July 19. It seems to be the most honest declaration to date. Unlike most other officials who have filed declarations, Pochinok listed all his family’s bank accounts and shareholdings. His 1996 family income was 408 million rubles ($70,000) — a large sum by Russian standards — of which only 50 million came from his salary and 196 million came from interest and trading in securities. Kirsan Ilyumzhinov, the young businessman who is president of Kalymykia, reported earning 5.8 billion rubles ($1 million) in 1996. This is the highest income of any public official who has filed a declaration. All top officials were supposed to file their returns by July 20.
