Calling Iran “an outlaw state,” Secretary of State Warren Christopher sought to put more pressure on Yeltsin to call off Russian plans to sell nuclear technology to Tehran. Noting that Iran had tried to acquire weapons-grade plutonium from Kazakhstan, a plan that failed thanks to US intervention, Christopher said that Washington would press its G-7 partners to sever their economic ties with Iran as the US is doing. European reaction to this proposal has been cool, and there is no indication that Yeltsin has been impressed.
