Acknowledging thatOSCE-sponsored talks in Moscow on the war in Karabakh were unlikely toproduce a breakthrough, Russian special envoy and conference co-chairmanVladimir Kazimirov outlined the steps needed to bring peace in that region,Novosti reported May 17. Kazimirov said that direct links must beestablished between Baku and Yerevan so that the two sides can keep smallclashes from growing into larger ones, that the two sides must meet with theOSCE more often, that they must continue to exchange prisoners, and that theymust pursue permanent peace rather than simply an armistice. Commentators onMoscow’s “Vremya” news program May 17 echoed Kazimirov’s somewhat gloomyassessment.
