The same day, Lobov expressed somereservations about Moscow’s signing onto a Partnership for Peace agreementwith the alliance. American officials generally dismissed his remarks, butGerman foreign minister Klaus Kinkel told German television that he was notsure that Moscow would live up to Yeltsin’s promise and sign the accords bythe end of May.
