Realas opposed to registered unemployment will rise toapproximately 20 percent of all workers, Yeltsin socialpolicy aide Lyubov Khrapylina told Russian radio June 22.She said that the real rate now is between 13 and 17percent, not the 3-4 percent officials have claimed. But notonly the unemployed will suffer. Almost one-third of thepopulation is now living below the subsistence level,Russian radio reported June 25. And Moscow radio reportedJune 22 that on July 4 the Federation Council will discussfood shortages. The radio said that Russian grain productionthis year would be “no more than 60 million tons,” farless than the 82 million Moscow has predicted. At the sametime, the radio noted that the Russian authorities arecracking down against people who in 1991 said they would befarmers but have been unable or unwilling to make a go ofit.
