Boris Yeltsin called his counterparts in the United States, France, and Germany, and Foreign Minister Igor Ivanov called his counterparts in Washington, Paris, and Rome, with the message that threatened NATO air strikes against Serbian positions in Kosovo would have the “most negative consequences” for Russia’s relations with the West. The Duma declared in a resolution that any NATO military action not authorized by the United Nations would be “an illegal act of aggression.” In Belgrade, a Russian delegation told Slobodan Milosevic he must take “decisive action” to avoid NATO strikes: end hostilities, withdraw Serbian troops, provide for return of Albanian refugees and open negotiations with the insurgents.
