Emily S. Chen is a Silas Palmer Fellow with the Hoover Institution, a Young Leader with the Pacific Forum CSIS, and a Non-Resident Fellow with the Center for the National Interest. This February marks the 69th anniversary of the 228 Incident in Taiwan, an outpouring of public rage that laid the foundations for Taiwan’s opposition parties and eventual democratic transition. Since
